William M. Wolfson is a Deputy Chief Executive Officer at Great Lakes Water Authority based in Detroit, Michigan, United States, North America. William M. Wolfson is the Deputy Chief Executive Officer for GLWA. With more than 40 years of local government experience, Mr. Wolfson provides leadership support for GLWA and its initiatives. Mr. Wolfson played a pivotal role in the founding of GLWA during Detroit's bankruptcy. In this new role, Mr. Wolfson will continue to build upon his service as GLWA's Chief Administrative Officer supporting Organizational Development, Security and Integrity, Information Technology, Enterprise Risk Management, and the Office of the General Counsel. Mr. Wolfson has previously served as GLWA's Chief Administrative and Compliance Officer and General Counsel for both GLWA and the Detroit Water and Sewerage Department (DWSD). Mr. Wolfson joined the DWSD as the utility’s first General Counsel in June 2012 and added the position of Chief Operating and Compliance Officer in August 2013, pursuant to a federal court order. From 1986-1998, Mr. Wolfson served as a member of the City of Detroit’s Law Department working as the legal liaison to the Detroit City Council, as well as to several key regional initiatives such as the casino and stadium development projects. In 1998, following execution of Detroit’s casino agreements, Mr. Wolfson joined Wayne County as its Deputy Corporation Counsel and later served as its Assistant Deputy County Executive/Director of Legal Affairs; a position in which he was responsible for the day-to-day operations of county government and its 4,500 employees. Following his 2009 retirement from Wayne County for private practice, Mr. Wolfson contracted to serve as the County’s Interim Corporation Counsel. In 2024, Mr. Wolfson was honored with the State Bar of Michigan's Frank J. Kelley Distinguished Public Service award. In 2020, Mr. Wolfson was named a “Leader in the Law” by Michigan Lawyers Weekly. Mr. Wolfson is a graduate of the University of Michigan and the University of Minnesota Law School.
